Possibly mid 1890s, and the creation of the Great Central railway

A dozen men, watched by a large dog, dig a railway cutting. Although we can see the jib of a digger in the background, these men appear to be working with hand barrows along precarious planks supported on barrels. Where is this? Who are the men? When is this?
